These new, higher- limit jumbos may help financially stressed owners find affordable fixed-rate refinancing.

WASHINGTON -- Your IRS rebate check from the economic stimulus legislation won't be arriving until sometime in May, but the stimulus plan's new super-sized jumbo or non-conforming loans for buyers in high-cost housing markets have just begun hitting the marketplace.

Depending on the location of the property you want to buy or refinance, you can now get an FHA-insured mortgage for as much as $729,750 with a 3% down payment. You can also apply for loans designated for funding by Fannie Mae and Freddie Mac up to that amount -- or 125% of your area's median home price -- but with down payments of at least 10%.

The new jumbos are intended to break up a logjam in the capital markets. Starting in August, global investors began bailing out of American mortgage bonds as fears about losses and write-downs spread from the subprime sector into other home loan categories. Jumbo loans traditionally were viewed as slightly higher-risk than the "conforming" loans up to $417,000 that were bought and securitized by congressionally chartered Fannie Mae and Freddie Mac.

But as the capital markets seized up, money for jumbos virtually disappeared. Interest rates soared to 9% and 10% in some cases, causing problems for buyers and refinancers in California, New England, the mid-Atlantic states and parts of Florida, where high home prices require hefty amounts of mortgage money.

To free up the flow of capital in these areas and to help financially stressed owners find affordable fixed-rate refinancing, the stimulus legislation authorized new jumbo-loan programs through Fannie Mae, Freddie Mac and the Federal Housing Administration through Dec. 31.

Absent congressional action, the limits will drop back to $417,000 for Fannie and Freddie, and to $362,790 for FHA, beginning New Year's Day. In the meantime, there should be plenty of jumbo mortgage money available for anyone who can afford it.

Just don't expect eligibility standards to be as generous as you can find in the under-$417,000 segment of the market. For example, in the guidelines for what Fannie Mae calls its new "jumbo conforming" program, the company will, beginning April 1, purchase fixed-rate mortgages up to $729,750, but only with the following conditions:

* Minimum down payment of 10%.

* Minimum FICO credit score of 700 for any loan with less than a 20% down payment. "Nontraditional" credit histories as alternatives to FICOs are not permitted as in other programs.

* Minimum 40% down payment and 660 FICO for second homes and investor properties.

* No balloon or negative-amortization payment terms allowed.

* Household debt-to-income ratios cannot exceed 45%.

Freddie Mac announced similar standards but wants minimum 700 FICO scores on any loan with less than a 25% down payment.

Don't expect interest rates on the new super-sized conforming jumbos to be competitive with smaller mortgages, either. Besides higher base rates, there are add-on charges in "declining" markets that can push final note rates beyond 7 1/2 % in some cases.

Many areas tagged as declining are in the former housing boom markets in California and the Eastern seaboard where jumbos are most common and most needed.

In Naples, Fla., for example, the first batch of conforming jumbos available in late March came with base rates of 6 7/8 %, according to mortgage brokers, but with the declining market and other price adjustments, the final rate to some borrowers came to 7 7/8 %.

William Dukes, senior loan officer for Summit Home Mortgage Inc. in Naples, said the rates on the new jumbos "are surprisingly high" compared with loans below $417,000.

Traditionally the spread between conventional loan rates and jumbos was about half of a percentage point.

"I don't know what [Congress] is really accomplishing here," he said.

Paul Skeens, principal broker at Carteret Mortgage Corp. in Waldorf, Md., disagreed, arguing that some pricing on the new jumbos is attractive, especially for FHA loans with down-payment requirements far below the 10% mandated by Fannie and Freddie.

"I don't think the stimulus was intended . . . to buy the market with low rates," he said, "it was intended to stabilize the market" by ensuring adequate funding for housing in high-cost areas.

You can buy a $700,000 house with 3% down with a 30-year-fixed rate of 6 1/2 % right now in the Washington, D.C., area, Skeens said.

"And that is really an amazing deal," he said.

As April 15 approaches, here’s what home owners need to know about the deductibility of mortgage interest and property taxes.

Taxpayers may deduct on Schedule A of Form 1040 mortgage interest on the purchase or home equity debt on two residences, their primary home and another dwelling, including a boat or a mobile home. These dwellings must have sleeping, cooking, and toilet facilities to qualify for a loan interest deduction. Interest paid on vacant land isn’t deductible.

Real estate taxes are deductible on all properties owned by the taxpayer — not just the first two. The deduction must be taken in the year the taxes are paid. Taxes placed in escrow are deductible when they are paid to the taxing authority, not when the money is put in escrow. Penalties and interest on late tax payments aren’t deductible.

Also, in order to deduct taxes and interest, the taxpayer must itemize instead of taking the standard deduction.

The Forecast: Economic Pickup in the Second Half

Economic growth in the first half of the year will be essentially non-existent. By the second half, the economy will expand at a rate slightly higher than 2 percent. The 2008 fiscal stimulus package contains over $100 billion in tax rebates and checks should be in the mailbox by early summer. This tax cut is more than twice as high as a similar rebate passed in 2001. Past research suggests that the marginal propensity to spend from a tax rebate to be about 40 cents to 50 cents on the dollar. That translates into additional consumer spending of $60 to $80 billion in the second half of the year. This stimulus is the key factor to help move the economy in the second half of the year.

This tax rebate is needed to compensate for outrageously high oil prices and from falling housing values and stock market values. 104 dollars for oil is a major drag to consumer spending. Europeans are not paying as much because of stronger currency. The higher oil price, which is priced in U.S. dollars, is partly driven by the very weak dollar. The weaker dollar is caused in part by a higher inflation rate in the U.S. vis-à-vis the rest of the advanced economies. If a currency is losing its purchasing power, why hold that currency?

If you recall, oil prices were under $20 per barrel just 10 years ago. When the price of oil rises, it is essentially a tax placed on consumers with less money available to spend on more enjoyable items and activities. This "oil tax" unfortunately does not even go to the U.S. Treasury. Rather it is filling the coffers of governments of the likes of Russia, Venezuela, Saudi Arabia, Nigeria, and Iran. It is a transfer of money from a democratic county to a non-democratic country. (Though the Supreme Court decision in the 2000 election and current super-delegate controversy and non-electoral votes of Michigan and Florida do not make the U.S. a pure beacon of democracy, it is still far superior to those oil-driven rigged elections.)

The housing market will also get some relief. A higher loan limit - up to $729,000 from $417,000 - in several local areas, including Los Angeles, Orange, and San Francisco counties, will have a big impact in bringing out the buyers. Second half home sales will no doubt be much stronger than first half as a result. Existing home sales will rise to a 5.7 million unit pace in the second half versus 4.9 million in the first half. Rising sales will also bring down inventory and help strengthen home prices, generally speaking. The national median price will fall in the first half and then rise in the second half. For the year as a whole, it will have fallen by 1% - after having fallen 1.4% last year. As is always the case, there will be tremendous local market variations. The Northeast region is likely to be first region to show signs of stabilizing and then strengthening housing market conditions, while the West region will likely trail behind.

The West region could, nonetheless, surprise on the upside. What is unique about the current housing cycle is the pace of price declines in some local markets, thereby significantly improving affordability conditions in a short time. Home prices are falling at or near double-digit pace in California, Nevada, and Arizona. A sudden quick home price adjustment may be just the thing to quickly induce buyers back into the marketplace. After all, as with many parts of the country, jobs have been created in those Western states over the past two years of housing market slump, and hence, there exists significant pent-up demand.

New home sales will take much longer to turn around. That is simply due to the fact that there are far fewer new homes being built. Single-family housing starts have fallen by more than 50 percent in the past two years. Based on housing permits - generally a reliable indicator of upcoming housing starts - new home construction will further fall for the remainder of the year. New home inventory has been trending down but more cutbacks are needed. Therefore, homebuilders need to further bite the bullet and hold back construction.

Loan modifications and other foreclosure mitigation programs are all well intended and good, but the best policy assistance in the current market condition is to unleash the pent-up demand. Any measures that violate the sanctity of a private contract such as permitting judges to reset interest rates should be avoided as that will greatly harm home sales by raising the cost of borrowing on new loan originations. There is some discussion of a possible tax credit for first-time homebuyers. Such a policy will be a great stabilizer of the housing market and the economy. My estimate on the cost of about $20 billion is fairly reasonable. A presidential candidate who makes this tax credit as a showcase of his/her economic policy will also be the next president of the United States.

The fact that I LOVE to shop actually comes in quite handy when it comes to business!
My clients always tell me that I have a 'good eye' and am pretty adept at 'nailing'
what they're looking for. It's a curse, what can i say?

I'm also not ashamed to admit that I regularly scan the fashion & design mags
for current, most up-to-date trends...one of my favorite columns found in METROPOLITAN
HOME is something called: "High & Low" and another similar take in MARIE CLAIRE
is called, "Splurge vs. Steal." Essentially, the editors choose a pricey item such
as a Jimmy Choo shoe and compare it to a similar, less expensive look-a-like ala
Payless....a sort-of cutesy spin on the ol 'knock off'.

Well, this is my version of 'SPLURGE vs. STEAL'.

Working with buyers from all walks of life, I've learned that there truly is something
out there for everyone, for all needs and for all budgets. So, take a look, have
fun and know that getting what you want doesn't always mean that you have to spend
the most. Sometimes, you'll find that a little imagination is all you need(hint:
place candles inside that pretty but useless alcove and create your own faux 'fireplace'
if that's what your 'fireplace' budget permits). Other times, you'll find that some
things really are worth the splurge....like that top-of-the-line granite Chef's
kitchen, the hillside home with the breathtaking views or a one-of-a kind pair of
Choos (for me, it's the perfect fit of a Diane von Furstenberg dress).

Why Now is a Smart Time to Buy(Source: The Wall Street Journal, Shelly Banjo (03/11/08)
Now is a great time to buy a home, say the financial gurus at the Wall Street Journal.
The Journal calls it a buyers market and offers these suggestions for first-timers
getting their feet wet. While their advice is solid, it's not revolutionary, but
some potential customers might find it reassuring.
Remember this is a place to live not a stock market investment, they say. Lenders
want buyers to spend no more than 28 percent of their gross monthly income on mortgage
payments, real estate taxes, and home insurance. Buyers shouldn't count on stretching
further because lenders won't approve their loans.

Mortgage Rates Continue to Climb(Source: Baltimore Sun)

Long-term mortgage rates continued in an upward trajectory that began four weeks
ago, according to Freddie Mac.
Interest on 30-year fixed loans climbed to an average of 6.13 percent this week
from 6.03 percent the prior week; while 15-year fixed rates jumped to 5.60 percent
from 5.47 percent.
Adjustable rates were up as well, with the five-year ARM settling at 5.58 percent
compared to 5.34 percent a week ago. The one-year ARM landed at 5.14 percent compared
to 4.94 percent.
Despite the upward trend in mortgage rates over the past month, housing analysts
say borrowing costs are still favorably low and should help pull the residential
property market out of its worst slump in more than 20 years.

My fellow REALTORS®:

I know you've all been waiting for some relief to our current market conditions, and it arrived today: the new FHA and Fannie Mae- Freddie Mac conforming loan limits have been released by the U.S. Department of Housing and Urban Development.

To find out the new limits in your area, simply click on this link: https://entp.hud.gov/idapp/html/hicostlook.cfm, which will take you to the "mortgage limits" page at the HUD web site. On that page, enter your state and county information, chose the type of loan from the "Limit Type" drop-down box (FHA Forward, Fannie/Freddie or HECM). [Note: FHA Forward is what HUD is calling the temporary FHA loan limit.] Then click the "send" button at the bottom of the page. On the results page, you'll see the new loan limit for the type of loan you selected for your area. You can also find a county-by-county listing of the new FHA and Fannie Mae-Freddie Mac loan limits at REALTOR.org by following this link:

The new loan limits for FHA and Fannie Mae and Freddie Mac are now calculated at 125 percent of the HUD published median prices, with a floor of $271,050 and $417,000, respectively, not to exceed $729,750.

We expect the impact of these loan limit increases on the housing market to be significant because of the infusion of capital into the mortgage market, which should result in lower interest rates across the board. In addition, there will be a direct impact on high-cost areas that previously required borrowers to take out costlier jumbo mortgages.

As NAR research points out, increasing FHA loan limits will help an additional 138,000 Americans achieve the dream of home ownership and will allow nearly 200,000 homeowners to refinance and potentially keep their home. In addition, NAR believes that increasing the loan limits for Fannie Mae and Freddie Mac will bolster the housing finance market, which continues to be severely stressed, by providing an immediate infusion of much needed liquidity to the nation’s mortgage market.

An economic impact study conducted by NAR in January 2008 estimated that increasing the GSEs’ conforming loan limits would result in as many as 500,000 refinanced loans and could help reduce foreclosures by as much as 210,000. In addition, over 300,000 additional home sales could be generated, housing inventory would be reduced and home prices would be strengthened by two to three percentage points.

HUD was mandated in the Economic Stimulus Act to publish new loan limits within 30 days of the bill's signing by President Bush on February 13. NAR strongly supported this economic stimulus package because of the relief we felt it would bring our members.
